Do “stops at the Vatican, Israel, and Saudi Arabia” signal playing up to the religious right and to Muslims at the same time,  — or cloaking endless war in the mantle of religion?

Even for nations ranking similarly “on the women’s rights index, women in Muslim countries are shown suffering misogyny,” without the nuance shown women’s issues in the West:
